The rubber belt that connects the spinning rotor to the brush of my vacuum cleaner doesn’t seem to grip onto the rotor. Whenever I turn it on the brush doesn’t spin, and there’s smoke and a burnt smell rising from where the rotor meets the rubber belt. How do I fix this? I already cleaned the brush of entangled hair.

A new belt is certainly in order…you can pick these up in grocery and department stores as well as vacuum cleaner shops. What’s important is to check the bearings at each end of the roller. Usually hair gets wound in there and interferes with the easy turning of the roller. I have a sears and eureka and both have roller ends that can be removed for cleaning.
u need a bar of soap, a paper clip and some duct tape
its sounds like you may have to go and purchase a new belt. You can usually purchase belts where you purchased your vacuum. They are not expensive and easily installed.
