  1. Restoring would imply that you are bringing it back to a like new condition. I can’t sat I have ever restored a vacuum cleaner but it is a most honourable project. The restoring process will include redoing the finishes of the outside. Anytime I work on a similar project I start by washing on loose grim with mild soap and water and wipe dry, than I concentrate on the rest fo it in small areas, or a piece at a time using penetrating oil and a soft tooth brush you can work on the metal parts. Penetrating oil will not only remove dirt and rust but protect the finish while you aren’t working on it. For plastic pieces and hoses use armour all. Any areas that will require refinishing you are going to have to use rubbing alcohol on it to remove the oils and armour all to give everything a good clean surface. Depending on the problems you run into you will likely require different materials and techniques,anywhere from steel wool, sandpaper, harsher detergents, and solvents.
